Towing Speeds
The speed needs to be geared to the age of the riders.

Age 5 to 11 - - -8 to 10 MPH
Age 9 to 14 - - -10 to 15 MPH
Age 13 to 16 - - - 13 to 20 MPH

Along with age, ability is an important factor. This means the ability of not only the riders but the driver of the boat and the designated spotter. Everyone involved should be alert and sober, but the ultilmate responsibility for the safety of all the riders and even other boaters is on the driver. Therefore the driver should communicate the possibilities of problems and how to deal with them.
